Legal, Regulatory & Permitting Roadmap

Before breaking ground, Coastal is working through Cape Verde's planning and construction framework so every participant can move forward with confidence.

Legal and Regulatory Framework

The project is grounded in Cape Verde's national land-use and urban leasing statutes.

  • Decree-Law No. 18/2011 and the PNOTU (Plan Nacional de Ordenamento e Utilização do Território) set out the legal basis for land use, zoning, and construction in Cape Verde.
  • The General Regime for Urban Lease (Law 101/VIII/2016) applies to urban areas like Santiago, regulating land use for residential, commercial, and non-housing purposes.

Key Permits and Approvals

Coastal will secure the permits required for a fully compliant development.

  • Zoning / Planning Permission (Autorização de Uso do Solo)From the Santiago City Council, confirming the land is zoned for residential or commercial development and defining the project scope.
  • Building Permit (Licença de Construção)Issued by the municipal engineering office after technical review of plans, including topography, utilities, and compliance with building codes. Counsel will facilitate this step.
  • Environmental ClearanceBecause the project may impact the environment, approval from the Ministry of Environment is required.
  • Water and Sewerage PermitsPermits will be obtained from the relevant water authority for use and discharge.
  • Electricity and Road Access PermitsApprovals will be secured from the respective service providers.

Technical and Legal Requirements

Engineering and due-diligence work is already underway.

  • Technical Due DiligenceTopographic survey, utility access checks, and compliance with zoning and construction regulations. Completed.
  • Engineering PlansDetailed architectural and structural plans must be submitted with the building permit application. These have begun and are in motion.

Steps Coastal Will Take by End of Q4 2026

A clear action plan to keep the project on schedule.

  • Verify Zoning — Contact the Santiago City Council to confirm land-use category.
  • Engage a Local Engineer/Architect — Prepare compliant building plans.
  • Apply for Planning Permission — Submit to the municipal planning office.
  • Obtain Building Permit — After technical review.
  • Secure Utility and Environmental Approvals — As needed.
  • Register Development Plans — With the Land Registry and municipal authorities.
